The US DOE is issuing this guidance to provide SEAs, LEAs, schools, educators, and partner organizations with information to assist them in selecting and using “evidence-based” activities, strategies, and interventions.

The purpose of this decision-making tool is to guide and support individualized education program (IEP) Teams in determining whether a student is most appropriately assessed with an alternate assessment.

The Interim Employment Certificate (IEC) facilitates employment for individuals who have been unconditionally admitted to a master’s or education specialist’s level State-approved educator preparation program or a master’s level CACREP- accredited school counseling program at an ALABAMA college/university. The IEC may be requested for the following categories of individuals: 1. Those unconditionally admitted to an Alternative Class A Program provided by an ALABAMA college or university; OR 2. Those unconditionally admitted to a Traditional Class A Program provided by an ALABAMA college or university in an area of special education, English for Speakers of Other Languages, Instructional Leadership, Library Media, School Counseling, and Reading Specialist; OR 3. Those unconditionally admitted to a Traditional Class AA Program provided by an ALABAMA college or university in an area of Special Education. Certification based on the Interim Employment Certificate (IEC) Approach may only be requested by an employing Alabama city/county superintendent or eligible nonpublic/private school administrator; OR 4. Those unconditionally admitted to a CACREP- accredited school counseling program at an ALABAMA college/university. An individual should contact the Alabama college/university in which they have been unconditionally admitted prior to contacting the school system in which employment is desired.
